Lived in the Falcon Hotel on Lucky Street. Knew people and had connections to the apartment complex where LaTonya Wilson lived.
He worked at Add-A-Man, the same place where Michael McIntosh worked.
Last seen in May, 1981. One witness claimed to have given pictures of Cater to a heavy-set man at a bookstore on Peachtree Street in downtown Atlanta. This witness said that Darron Glass was also paid for sex by other men at this bookstore.
One witness claimed to have seen Cater near a bus station outside the Cameo Lounge, around the time he went missing.
The Falcon Hotel clerk told police that he saw Cater at 3pm on May 21, 1981.
Another witness said he saw Cater on May 23, 1981, at approximately 2:30pm.
And, another witness said he saw Cater on May 23, 1981, entering the Healy Building in Central City Park.
These sightings were a full day AFTER the BRIDGE INCIDENT involving Wayne Williams.
This proves reasonable doubt in the Wayne Williams case.
Cater’s body was found, by two boys fishing, on the Atlanta side of the Chattahoochee River. His body was found near the locations of the bodies of Michael McIntosh and Jimmy Ray Payne. His body was completely naked.
His death was undetermined.
