Lived in Vine City in an apartment on Foundry Street (where the GA Dome is now).
He was last seen at the Fisherman’s Cove on Courtland Street in downtown Atlanta. His father worked there. Baltazar had gone there to get some money from his father.
A witness saw him as late as midnight the day he disappeared, in February, 1981. He was playing video games at the Galaxy Three Arcade in the Omni.
His body was found, by a maintenance man, the same month he disappeared, at the Corporate Square complex at I-85 and Buford Highway. A woman who worked at this complex saw a white man sitting in a light green Chevy Impala at the complex that morning at 7:15 am. The car was sitting there without any other cars around it.
The late 20ish year old man stared at this woman as she entered the building, where she worked. She described the man as having shoulder-length hair and a mustache.
Baltazar’s cause of death was asphyxiation by strangulation.
Baltzar knew another victim, Jimmy Ray Payne.
